2FG has Valdez at a 5.16 ERA and 4.13 xERA, but a 2.22 FIP and 2.87 xFIP. Camden Yards is not doing him any favors, and moving to a ballpark like Oracle would overcorrect his stat line. He would be a very good fit for a Giants bullpen that needs reliable righties outside of Tyler Rogers. Rincones and Layer are OF prospects (in AA and A+ respectively) having very productive seasons, and Layer has 3B flexibility. They would be good additions to an Orioles farm relatively lacking in position player talent (of course, compared to their stacked pitching).
Valdez makes a lot of sense for the Giants, and his .405 BABIP shows that he's been extremely unlucky. And although Valdez is 36, the Giants aren't giving up top-shelf prospects. I think it's pretty fair.
