1Rays say no. They have a good Pen as is and don’t really need Doval. Plus, this trade doesn’t improve the Rays biggest weakness (their offense). Maybe Matos realizes his potential but right now he’s a net negative and the Rays will soon have a number of their own top prospects to call up. They won’t want to clog their system with a struggling prospect. Trading the pick is also a complete nonstarter for the Rays.
