Rays aren’t going to be contending next year, so Garcia won’t be of interest. Their top prospect (Carson Williams) will take over SS by year end.

Their pitching should be top 10 and will keep them around .500 all year, but it’s hard to see them improving their offense next year. Their biggest holes are unlikely to be filled because they are the future homes of top prospects (e.g., Carson Williams at SS). They also lost their broadcast deal 2 weeks ago and their stadium last week. Revenue is guaranteed to be lower (probably by a lot), which means expenses (ie: payroll) need to fall too. They tried to trade Yandy Diaz at the deadline and he seems guaranteed to go this offseason. B.Lowe is a stud 2B, but he’s just an above average bat at 1B/DH (where he played a ton last year to keep him healthy). I didn’t think he would be traded before Milton but now I do. Without those 2, Rays offense gets worse next year. Simple as that. A top 10 pitching will only take the Rays so far with a bottom 5 offense.

I didn't factor in Milton to the Rays situation. I think their starting pitching is legit top 5 and they know how to produce and efficient bullpen every year. Offense is a question but they way they deploy strategic platoons plus some of their young hitting; i think they will be above .500 most (if not all) of the way.
