I would imagine so, the orioles have plenty of money to spend and his contract isnt much different than Kimbrel's. They can always not exercise Kimbrels 13m option for next season to afford the 14m option that Pressly has next season.
I think getting Pressly by the Orioles would be a really good move, they have the money,
