4I gave it a down vote because Cleveland needs an OFer, not 3 of them. Dealing Clase should net them a young, ready SP and an OFer that's the same.
The Orioles reject this. I think if the Orioles make a bullpen move it is for a rental. Additionally, I dont see the Orioles trading both Hays and Cowser. They will likely trade 1 of them at some point but trading both would leave a hole in left field without an immediate solution.

And why do the Guardians need a SP?
Bieber is likely traded at some point and McKenzie should be because he's a FA after the 2025 season. Why do you think the Guardians need 3 OFers? If the Orioles want Clase then they'll have to send Cleveland Mayo because they don't have the SP to make the deal after trading Hall. Don't even mention Povich because he's not desired by Cleveland.
