I know this seems like one of the strangest and dumbest trade ideas out there. Why trade Flexen and Kelenic for a pitching prospect when Seattle should be getting hitters? While I don't have stats out there for Hjerpe, I've heard he was good at Oregon State and his scouting grades were decent, as he had a curveball and control grade of 55 with the rest of his pitching grades being at a 50. The Cardinals have let really good starting pitchers go before like Sandy Alcantara and Zac Gallen as examples because they weren't aware of the talent they had. So it would be a risk, but the M's should consider making their really good starting pitching, even better in the future.
