The pre-arb Garcia is more than likely not available due to being highly cost-controllable and someone who could fit the Nats window. I do not see this deal working out as constructed unless the M's are over paying and Garcia is just not the type of player worth overpaying for as of today. M's could see something in Garcia's profile worth the cost of acquisition though.
