Yes, there are a few other posts and comments on this one. The consensus is that the Padres' GM cares less about matching value than he does about acquiring major-league talent to help the club in 2020, since he's under pressure from ownership to do so, or else he'll lose his job. So everyone knows he's going to overpay, mostly with the excess prospect capital he's built up over the years.
